Eligibility

Health Services for Children with Special Needs, Inc. (HSCSN/NET) is the health plan chosen by the District of Columbia to coordinate medical and mental health services for children and adolescents who have special needs and receive Supplemental Security Income (SSI) benefits or who are SSI-eligible. Enrollment in HSCSN/NET is voluntary,
and those who choose not to join remain in the Medicaid Fee-for-Service program.


Individuals are eligible to apply for enrollment in HSCSN/NET if they are:


  • Under 22 years of age
  • District of Columbia residents
  • Receiving SSI disability benefits or have an SSI-related disability as defined by
    DC Medicaid

Eligible youth or their parents can contact the Enrollment Coordinator at 202-467-2737. The Enrollment Coordinator will help you fill out the necessary forms and answer questions about your choices. After applying for membership, DC Medicaid makes the
final decision about whether or not the child or adolescent may enroll in HSCSN/NET.
Every child or teen with special needs can enjoy HSCSN/NET benefits as soon as he or
she becomes a member.
